ESCR in Togo: Joint Submissions to the UPR and the CEDAW Committee

In recent years, Togo has adopted several reforms in the areas of health, social protection, labour and women’s rights. Despite this progress, significant obstacles continue to hinder the effective enjoyment of economic, social and cultural rights, particularly for the most vulnerable populations.

Against this backdrop, a coalition of Togolese civil society organisations, coordinated by CACIT and with the contribution of Human Dignity, prepared three alternative reports as part of the Universal Periodic Review (UPR). Based on data covering the period 2022–2026, the reports assess the implementation of recommendations from the previous UPR cycle and put forward new recommendations. They call, in particular, for stronger social protection and workers’ rights, improved access to water and sanitation, support for food security, and better prevention of and response to violence against women.

In August 2026, a national consultation held in Lomé, Kara and Dapaong brought together organisations and stakeholders working to promote and protect women’s rights. Following this consultation, Human Dignity and its Togolese partners prepared a joint shadow report submitted to the CEDAW Committee as part of its review of Togo.
